The Regional Services Department develops regional approaches to problems shared by Hampshire County municipalities.

Acting on behalf of the Massachusetts State Agency for Surplus Property, the Department screens, places, and delivers federal surplus property to local communities. Communities typically pay about 10 percent of the current value of the property, most of which goes to the Commonwealth. In Fiscal Year 1999, the net value of property delivered by the department, after fees and delivery charges, exceeded $467,000, over double the previous year’s amount.

Hampshire Inspection Program which provides professional building inspection and zoning enforcement services to the towns of Huntington, Chesterfield, Middlefield, Goshen, and Plainfield. The program also provides interim support services for other communities.

In addition, the Department provides staffing for a countywide Local Emergency Planning Committee, whose mission is to plan for emergencies involving hazardous materials. The committee has updated local SARA Title III plans for most Hampshire County communities, and is coordinating a regional plan to unite those local efforts as well as coordinating training exercises.

The Regional Services Department also coordinates and sponsors workshops and seminars on topics of interest to local officials such as municipal law, ethics, sexual harassment, planning and zoning issues, and electric utility deregulation; assists officials and members of the public in research and technical matters; and provides staff support to the Hampshire County Selectmens’ Association.
