POSITION:
Executive Director/Council Administrator
Professional will serve as the chief administrative officer of the HCOG
assuming full responsibility for all HCOG operations. Individual sought
must be highly organized, innovative, energetic, and skilled at verbal
and written communications, with financial and management proficiency.
Preferred candidates will have at least 7 years of increasing responsible
administrative experience, at least 5 of which shall have been in a supervisory

Position Description – Executive Director
Salary Range $67,000 To $87,000
Under the general supervision of the Executive Committee of the Hampshire
Council of Governments, The Executive Director/Council Administrator functions
as the chief executive officer of the Hampshire Council. The Executive
Director/Council Administrator has primary responsibility for day to day
operations of the Council including management of budget and personnel
and the growth and development of the Council’s programs.
Specific Functions and Duties:
• Responsible for day to day operations of the Council.
• Demonstrates leadership and vision in promoting regional cooperation
and development.
• Maintains communication and facilitates collaboration with the
Council’s relevant stakeholders, including agencies, organizations,
communities and the general public.
• Prepares and submits an annual operating budget and capital improvements
budget for the Council of Governments.
• Develops a sustainable funding base and manages the budget.
• Works with the Council to set strategic goals for the organization
and develops and manages action plans to meet those goals.
• Maintains a consistent presence in all member towns and the region.
• Represents the Council and advocates for the organization.
• Supervises and directs the administration of all departments within
the Council including appointment of all personnel and setting the compensation
of all Council employees within the limits established by existing appropriations
and personnel policy.
• Administers the personnel policy for Hampshire Council of Governments
employees and inquires into the conduct of office of any officer, employee
or department under the Executive Director’s control.
• Attends all regular meetings of the Council of Governments and
keeps full and complete records of the office.
• Provides regular reports of all operations to the Councilors.
• Keeps the Council of Governments councilors fully advised as to
the needs of the Council of Governments.
• Makes recommendations for adoption by the Council of Governments
measures requiring action by them or by other governmental bodies as may
be deemed necessary or expedient.
• Supervises the rental and use of all Council of Governments property,
keeps a full and complete inventory of all such property, negotiates contracts
involving any subject within his or her supervision including purchase
of all supplies, material and equipment for all departments and activities
of the Council of Governments.
• Ensures the Council is kept fully informed of the condition of
the Council of Governments and enforces, as they pertain to the Hampshire
Council of Governments, votes of the Councilors and their committees,
the Charter and the provisions of Massachusetts General Laws.
• Performs any other associated duties required by the administrative
code or the votes of the Council of Governments councilors.
Qualifications:
The Executive Director/Council Administrator will be qualified by education,
training and experience in public administration to perform the duties
of the office.
• At least seven years of increasingly responsible administrative
experience, at least five of which shall have been in a supervisory capacity.
• Proven organizational and management skills.
• Excellent oral and written communication skills.
• Proven track record of public and private sector fundraising and
experience managing budgets.
• Ability to travel to attend conferences, training and other events
as necessary to represent the Council and acquire and maintain proficiency
in fulfilling the responsibilities of the position.
• Possess a valid driver’s license and have access to a reliable
vehicle to use for work.
• Willingness and ability to work evenings and weekends as job requires.
