After owning and operating health services on this property since the days when it was a Tuberculosis Sanitorium, and after an extensive public process to find a new owner that would carry on the vision of real care for patients and residents, the Hampshire Council of Governments sold the grounds and facility to the Masonic Health System of Massachusetts. On March 17, 2009, The Hampshire Council of Governments opened two sealed bids for RFP#924, the sale of Hampshire Park. Following are scans of the two proposals opened:

The next steps in the decision process are:

Thursday, March 19, 8 pm: Human Services Committee meets to review the proposals. This committee is charged with reviewing the proposals and making a recommondation to the full board. They could make a recommendation at this meeting, or could schedule any number of additonal meetings as they feel necessary to review the proposals.

Thursday, March 26, 7:30 pm: Full Board meets. There will be a public hearing on the sale of Hampshire Care. If there is a recommondation from the Human Service Committee, the Board could vote to accept one of the proposals at this meeting. They must make a decision withing 60 days of the bid opening.

Both meetings are in the Hampshire COG conference room at 99 Main Street. Enter through the front doors at the top of the steps on Main Street. The handicapped entrance is closed in the eveing; please call ahead to arrange for an accessible entrance.

FOR SALE:
106 acres with 120-bed skilled nursing facility.

The Hampshire Council of Governments owns a beautiful 106-acre wooded parcel on a hilltop in Northampton MA, an ideal location for a Continuing Care Retirement Community. The centerpiece of the parcel is Hampshire Care, a 120-bed skilled nursing and rehabilitation facility with all 120 beds Medicare-certified. Northampton is an attractive retirement community, known as one of the best small arts cities in the country, home to Smith College, and part of the Five College Area. The parcel is a wooded hill and plateau situated in the Leeds neighborhood, about a mile from each of two different village centers, Florence and Williamsburg.

The facility enjoys a well-established reputation in the community for quality care, thanks to a core staff of long-term employees: forty-seven have worked here for more than ten years. The Board of Councilors has approved a Request for Proposals seeking a new owner that will continue operation of the nursing home. The Council is particularly interested in proposers who have a record of high quality SNF survey results. A draft of the RFP, property photos and a variety of reports on property development issues are available through links on this page. All proposers MUST PURCHASE an official copy of the Request for Proposals (RFP) from the Hampshire Council of Governments Procurement Office by Monday, March 2, 2009. The purchased copy includes a draft of the Purchase and Sale Agreement, along with all necessary appendices. No substantial deviations from this draft P&S agreement will be allowed.

To purchase a copy of the official Request for Proposal #924, please send a check for $100 to Nanci Schwartz, Deputy Procurement Officer, Hampshire Council of Governments, 99 Main Street, Room #209, Northampton, MA, 01060. Checks must be made out to “Hampshire Council of Governments.” If you prefer to pick up your RFP in person, please call ahead for an appointment: 413-584-1300, ext 3.

Proposals must be received in the Procurement Office no later than 2:00 pm on Tuesday, March 17, 2009. Proposals will be opened at 2:15 pm that same day, in the Councilors’ Meeting Room. By state law, all proposals become public information at that time. Proposals that meet the minimum requirements of the RFP will be evaluated by a committee of Councilors. The evaluation process may include site visits and interviews, at the committee’s discretion. The final decision will be by vote of the Council Full Board, as early as Thursday, March 26, but no later than sixty (60) days after the date proposals were due.

The following community organizations have expressed interest in collaborating with a new owner:

The Hampshire Educational Collaborative has operated a six-week camp for students with special educational needs for many years at a campground on the Hampshire Park campus. They would like to be able to continue to do that.

The Hilltown Charter School
students have “adopted” Hampshire Care residents as an on-going community project and meet regularly with residents here. The school rents space in an old factory building about a mile away and is searching for more suitable space to build a school. They would like to discuss opportunities for collaboration with potential buyers of the Hampshire Park campus.

There is an existing contract with Sprint, which maintains a cell phone antenna on the water tower. A copy of that contract is posted above. Pocket Wireless would like to put another cell phone antenna on the water tower.

INDEPENDANT RESEARCH SHOWS EXCELLENT CARE
Hampshire Care is participating in a research project to improve quality of care in nursing homes. The study, called “Sustaining Vitality and Effectiveness in Nursing Homes” (SAVE), is being conducted by the Institute for Aging Research at Hebrew Senior Life, in collaboration with the Massachusetts Department of Public Health. Funding comes from the National Institutes of Health’s National Institute of Nursing Research.
